"Cindy you are in my heart and my memories see you in heaven sweet angel"
-Jay Dilo

She was born on October 17th, 1978, in Parkersburg, West Virgina to Bernard Francis “Bernie” and Theresa “Terry” J. Kirl Ball. She came from a home with many brothers and sisters. Cindy was a good, kind hearted person and single mother. She liked to dance and smile. Cindy liked to be around people and socializing. She was a graduate of Parkersburg South High School and was working as a server at Logan’s Roadhouse. She had also worked as a server/hostess at China Garden, Don Emillios, and Bob Evans.

On October 22nd, 2014, 38-year-old Cindy was last seen leaving with someone from the Overtime Sports Bar on Emerson Avenue in Parkersburg. She left her purse inside.  Her family grew concerned when they hadn’t heard from her that night or the next day. No one could get a hold of her. Family members filed a missing persons report with the Wood Sheriff’s Office.

At 11:30 a.m. on October 24th, a pair of hunters came across what they thought was a deer carcass in the high grass on an embankment along a rural road near Elizabeth in Wirt County. The hunters got closer to check it out but soon realized that it was a human body. They called authorities who used a photo to identify Cindy at the scene. Her family confirmed the identification later. Cindy had been shot in the back of the head. It was theorized that she was killed in another location and left in the area where she was found. Investigators also don’t think the suspect worked alone.

Cindy was a victim of domestic violence and was threatened by her ex. She also had problems with someone slashing her tires and stealing things from her vehicle. “i know who it was…karma will get him for sure..,” she posted on Facebook shortly before she was killed. Whether that person was her ex, i don't know.

They had a suspect for her murder in custody. He cooperated with police and was never charged.

If you have any information pertaining to Cindy's case, no matter how small, please come forward. Her family has waited 5 years already for justice. Her son deserves to know who took away the only parent he had.
